Summary
It has been two months since the, now, infamous Eternus Deus Pirates were able to conquer the island of Loguetown. It has been a long two months for the Marines who worked at Loguetown, it has been two months spent enduring ridicule and embarrassment at the hands of their fellow marines, their higher-ups and even the civilians they aim to protect. During these two months, those who are considered most important among the Marines have come to a conclusion: "Our troops are lacking in combat prowess." Though it pained them to think it was true, those who made the major decisions were aware that it is a fact and that it is a fact that can be redefined. So, now, on the two month anniversary of the Eternus Deus' victory for Loguetown, Marine Headquarters has announced "The Marine Combat Proficiency Exam" in which, every Marine below the rank of Rear Admiral will be participating, lest they wish to be excused from service.
In the MCPE (The official acronym), all Marines of "Special Interest"(Any who sign up) will be forced into a series of combat situations, each one designed to test their combat potential and give the Rear Admirals and above, an idea of where the general Marine stands when it comes to combat prowess. Those who are deemed exceptional for their rank will find themselves receiving significantly better treatment and will be offered a chance to become the disciple of a Marine Examiner of their choice. In contrast, those who are deemed below the expectation for their rank, will be forced to take part in basic combat training all over again and may even end up being demoted. Though it is not supported by those who fought in Loguetown, the majority of the Marines agree that a Proficiency Exam, and the chance to show off their chops to their bosses, is a good idea.
Event Specifics
1. Only Fifteen may sign up for the Exam portion. The examiners/judges/markers, will have seven spots open (Though you must be Rear Admiral and above and be willing to take on a disciple).
2. All fifteen will be, initially, broken down into groups of three for reasons of post management.
3. You must be ranked below Rear Admiral to take part in the Exam (The reason being IC-Logic; If you're this high up in the rankings, chances are, you've proven to be a whiz at fisticuffs)
4. The Exam will take place on the island of Valkyn Arena, in the Colosseum(The Marines having booked the arena, but allowing spectators to take the edge off the cost of the owners)
5. The exam will take place over a week or so, so major injuries will probably not heal properly by the time the next portion of the exam begins. (IC-Time)
Part 1: First Day
Part 2: Two days after Part 1
Part 3: Three Days after Part 2
Part 4: Three Days after Part 3
6. The Exam is not death enabled, but for the sake of not looking like a total loser in front of your peers, exam takers better take it seriously.
7. There is a maximum of Seven People considered for "Exceptional" for their rank. In contrast, there is an unlimited amount for people considered "Below Expectation" (Though they actually DO have to be bad at combat, or inactive...if they signed up for the event, and they are inactive, they are inclined to earn a bad grade)
8. There will be four parts to the Exam:
Part 1: All Marine Officers in the Exam will be given a number ranging from 1-5. You will then be forced into a team with these three people and will do combat with a quartet of convicts wielding non-lethal weapons they are unfamiliar with while the Marines are unarmed. The convicts are currently employed by the Marines (They are paid in incarceration time; the more ass they kick in the exam, the less time they spend in custody) to help out with the exam, so death is not enabled, but getting beaten down during the exam is not a good idea.
This portion of the exam is meant to the Marines' teamwork, unarmed combat potential and judgment. A Time Limit is imposed on this part of the Exam (A Time Limit of 1 Hour and 10 Minutes/ A Post Limit of 30 Posts)
The Exam ends once all four convicts are considered "disabled" or admit defeat or the Marines admit defeat or are disabled.(Unconscious/Tied Up/In crippling amounts of pain, appreciated and acceptable.)

Part 2: The Marines will be forced to do a protection exercise with a duo of Paintball wielding snipers from the Marines Training program. There will be a series of civilians employed so that they are set up through out the arena and the Marine exam takers, who have been no weapons, will be forced to both protect these civilians from harm whilst attempting to stop the snipers from 'killing' the civilians. (Not all the civilians will be easy to protect as a number of them will be in charge of being in a panic and making this part of the exam more difficult). There will also be pieces of cover set up for the Marine Exam takers. (Things like rock walls).
This portion of the exam is meant to test the Marines ability to correctly utilize cover, their teamwork and their ability to control a crowd.
This portion of the exam ends once the Marines have made physical contact with the snipers or the sniper has hit all three Marines or all the civilians. A Time Limit is imposed on this part of the Exam (A Time Limit of One Hour/A Post Limit of 25 Posts)
Part 3. The Marines will be forced to do battle with two of the Seven Examiners who have been closely watching them and learning things about them for the past while. For this part of the exam all participants are given non-lethal weapons of the weapon of their choice (With gloves, shin/elbow/knee pads designed to cushion the blow and protect various body parts for unarmed combatants). The Marines will have three tags placed at random points on their body, and they must simultaneously protect their own and take some of the nine that litter the body of their opponent.
This portion of the exam is meant to test the Marine's ability to do combat with the weapon of their choice, their teamwork and their ability to do battle with someone who is (hopefully) superior to them in combat prowess.
This portion of the exam ends once the Marines have taken or destroyed all nine of their opponent's tags or their opponent has taken all nine of the Marine's collective tags (Each Tag is marked specifically for the owner and can only be attached once, so no replacing of anyone's flag once taken). A Time Limit is imposed on this Part of the Exam. (A Time Limit of One Hour/ A Post Limit of 25 Posts)
(The Staff will be in charge of maintaining whether or not a tag has been taken/destroyed. Assuming the logic behind the taking or destruction is sound and the owner of the tag does not make a solid enough defense, then the taking of the flag should be considered justified.
Part 4: The marines will be forced to do combat with each of the other two within the team they have fought in up until now, in short, it is three way brawl. Because of the fact that the marines have fought with each other for the past few days, a famliarity with their opponents' style(s) should be present, making combat either more difficult or simplistic. All participants are given non-lethal versions of the weapon of their choice.
This part of the Exam is meant to test the marines ability to do battle while outnumbered, their ability to do battle with the weapon of their choice and their solo combat prowess.
This portion of the exam ends once the rest of the party is either disabled, has admitted defeat, or the time limit has been reached.
9. Each portion of the Exam will also include judgment on the marines ability to assess a situation, follow instructions, leadership, judgment, quick-thinking and courage.
