in order to learn new things on the site, you are required to study. this is a common principle, even in real life, thus it shouldn't be that much different for a roleplay similarly based off life.
the simplest way to study is through roleplay. every technique created and documented in the index can be found in a book that can be found at a local library or academy. there are steps you must take in order to successfully perform a technique - mostly being understanding how the technique works, willpower and concentration. every technique requires a 100% for perfection, but this does not mean you can't use the technique at all. in fact, we encourage you to use it more and more while learning it in effort to perfect it - show staff the post where you were training the technique (it could be in a real fight, or a spar, or you simply writing a story by yourself doing the technique over and over), and staff will give you a total of 1-10% which will go to your overall percentage of the tech.
after receiving the grade, please post the current percentage you have in the techniques section of your biography next to the technique name, so people can generalize how strong it is. the less percentage complete, the weaker the skill. the higher, the more damage it will do. because honestly, arguing that you shouldn't be able to do something so simple completely is just... bogus. you can still perform the technique - just don't expect it to be perfect.
