You need to place your majors and minors in mind in order to learn the technique. Remember some may require speed and some may require accuracy so keep in mind about their description, because even if you get these techniques--they will become useless if you are not proficient in something. With that said, it will require 100% of what your character can do in order to learn said techniques. Note that you are able to learn them but. the power of the technique will not be 100% if you do not have the requirements.STUDY SYSTEM

Credit to Shiro & ShikiAs you have noted, we have implemented a few new systems around BNB since they are necessary for character development as well as their growing as they go along. This system will tell you how to learn new techniques around BNB and how you will be able to use them while in a fight. Of course, as to how you place them to use or how to rp them will solely depend on you. Now, below is the basic things you will need when learning a new technique for your character. Make sure you update your bio as well since it will be imperative for others to know what you are capable of doing.
Now, when it comes to training we ask that you write about it. Show the staff that you're trying to learn this technique and that you'll be able to make it work. Now for each try at learning a technique we will give you a a 10-20% that will go to your overall completion of the technique. We do grade this by how you are learning and how you focus and place your character into learning such a technique. We do not grade by how many paragraphs you made to learn it. Quality over quantity.
Once we deem that you have learned the technique. we ask that you place the percentage of it somewhere in your post. This way we can keep track of what you have learned and how much more you need to completely learn the technique. Once that is done, we ask that you place the technique in the abilities section of your bio and keep it updated every time you start learning a technique. Now, remember that even if you complete a technique and you have a low amount of percentage, it does mean that you learned it, HOWEVER, it doesn't mean you have mastered it. Nor does it mean that with that least amount of percentage it will be powerful. It will be once you learn it completely but even then, if your are missing a quality to perform the technique at its fullest, you'll have to become proficient in that area to perfect it!
Next thing is customs. We have implemented this now and we are hoping to see many soon, however, these techniques will not only belong to you but everyone will be able to use them--as long as they meet the requirement--they will be able to use them. For example, if you are a marine, you will only be able to learn marine techniques, the same would go for pirates and so on and so forth. Now, we will be strict when it comes to these abilities and make sure that they are not overpowering or anything. But the percentage in learning them will change slightly. Instead of it being a 10-20% it will be a 15-25% since these are custom and they will be easier to use. You just simply have to follow the same principle as before.
Since most will be extremely against this we have decided to have it so that you can obtain these techniques by simply buying them with your notoriety,HOWEVER, it wont be the same as learning and you'll only have the techniques power to 50-75%. Each technique will vary in notoriety prices--depending on what they have. Remember still, that without knowing a certain major or minor, the percentage of the technique will drop more.[/ul]
You may be wondering where you'll be able to submit these customs. You simply need to follow the form below and post them in the custom board, where they will be checked by a staffer and you be approved of denied--depending on how your technique is and what it has. We ask that you don't get discouraged, and to try again!

▌ DESCRIPTION: please describe the technique. it doesn't necessarily need to be a whole book but a simply description that tells us how this works. don't get lazy either.
