PHYSICAL ■ Hei-Bai despite being a royal is always prepared for war; being that he is the child of a mermaid (eel) and an noble coming out as ½ of the fishman race. His body while looking human on the outside clearly shoes some signs of his mothers roots, being that his eye though being 20/20 is pitch black and often hidden when in the presence of his family claiming it was lost as a child. Inside this boy is always running like the eel generating electricity; sixty million volts but outside his body he can only generate two-hundred thousand volts to be exact and evenly distributing it throughout the already large body of the Negotiator. The only thing that may come off odd about the Halfling was the spire like tail that he had added to his body, the addition was set so that he could control it with his electric current and could easily hide or fully remove & attach the foreign object; not to mention that the fully extended six foot tail has certain pressure points to allow electricity to flow freely.
PERSONALITY ■ Hei-bai is at times a cautious individual as he was born into a family that would always be watching him, expectations ran high for the boy which only built the need for freedom, something he gained when he became at the age of 18 when he’d be recognized as a full adult; when this freedom was given the semi-wild/semi-paranoid traits came together to create the man that stands now.

Within this field he can control metals that come into his field, in fact when a foreign object enters not only is he alerted but with the proper time and speed the object may be slowed down and revered or even stopped. It is even possible to generate and control small strikes of lightning within his five meter throne room.
Will of the Tao x Pride of an Detective: As stated that Hei-bai is a creature that conducts and absorbs when even his own kinetic electricity can be gathered into his body to produce fuel as other forms of electricity, so when Hei-bai is down on his luck by gathering electricity whether it be by discharging and recharging or taking on a bolt of lighting the Eel warriors pride effect automatically kicks in (and only works 2 times in a thread) where he’ll catch a second wind from the electricity rushing through his nerves helping to eliminate exhaustion & activating electrotherapy for the body and muscles (this is further effective when his electricity can further flow out the body and let more electricity build) the Pride part is that his body increases in speed and strength

Aniki: A large anchor that has a bladed point and on each en two sharpened points that curl in and sharp underside great for lopping off heads. There is a chain that is connected to the anchor along with a sharpened backside for stabbing, the end of the chain has a weighted spike which can cause a bad bump or fatally wound an opponent with its sharp sides. Auto-Reel: His one item that he carries always on the series of belts is a reel with stainless steel wires about 100 wraps on the edge of the wire it has a hook that can remain open and sharp or close, the reel is as said auto simply by manipulating his electricity he can automatically reel the wire back in. Tools of Negotiation He carries a odd bag that is sealed up in a way that it is nearly impossible to get open WITHOUT damaging the bag, the bag was made from multiple materials so his documents, magnifying glass, small first aid kit, six short barreled 45cal revolvers, etc, ect would not be damaged. The bag unlike others is however opened by pulling at the zipper on the inside of the bag that opens the other seals.
