Not only this but he is capable of moving in any direction without any issue even during his highest bursts of speed, being in confident control with their body. their movements at this level are a blur.

the character has the last and third level of super human haste, this allows the character to move beyond the normal bounds of human speed. Their muscles conditioned to reach this heightened speed, as well endure the length and distance with this increased haste. reactions times at this the third stage of super human speed let them react like time was stuck in place. The movement speed of the user at this point creates after-images. with all the traits of previous levels with being able to move in any direction without loosing momentum.

I would suggest that instead of writing a full description of the master that we allow each member to come up with how they've mastered the super human level. As long as the mastery still has the same effects on each character it shouldn't matter how they've reached the new skill level. EX:

Increases passive speed by a level, grants access to lvl 2 super human speed skills

Increases passive speed by a level, grants access to lvl 3 super human speed skills

This way it still allows some creative freedom with acquiring the mastery but still gives a clear description as to what advantage they would now have against different types of characters instead of members saying 'well now I can teleport' or 'now I can leave after images' because if they are facing off against another haste major or an accuracy major, they aren't going to perceive the users movements the same way a normal npc would.
